This is a major opportunity! Expertise France, the French public agency for international technical cooperation and part of the AFD Group, is massively expanding its operations in Ethiopia and is hiring for two senior leadership roles in Addis Ababa.

With its project portfolio in Ethiopia growing by over 140% in 2024 to €32 million (and expected to exceed €45 million), the agency is building a new country directorate to manage this growth. They are now seeking an Administrative and Financial Manager and a Procurement and Contracts Manager to build and lead the new Project Support Unit (PSU).

These are high-level, 12-month renewable contracts open to both national and expatriate candidates, starting in December 2025.

Position 1: Administrative and Financial Manager (AFM)

About the Role

As the AFM, you will be the financial backbone of the new Project Support Unit. You will lead the administrative and financial unit , supervising a team of two Finance Officers and one Treasury Assistant. Your core mission is to establish and ensure all financial procedures, from cash flow management to donor reporting and audits, are implemented flawlessly.

Key Responsibilities

  • Financial & Budget Management: Prepare and monitor budgets, review monthly expenditures, prepare internal and external (donor) financial reports, and lead all audits.
  • Accounting Management: Ensure proper implementation of payment procedures and accounting practices using Sage X3, review journals, and manage monthly and annual closings.
  • Treasury Management: Supervise cash flow forecasts and manage fund transfers from headquarters.
  • Administrative Management: Oversee all administrative procedures, office contracts (leases, etc.), and ensure compliance with national tax regulations.
  • Team Management: Lead, train, and evaluate the performance of the finance and admin team.

Essential Qualifications

  • Education: Advanced degree in accounting, banking, finance, or administrative and financial management.
  • Experience: Minimum five years of experience in financial, administrative, and accounting management of humanitarian or development projects.
  • Donor Funding: Must have exposure to donors like the EU or AFD.
  • Management: Proven experience in team management is required.
  • Skills: Proven knowledge of ERP/accounting software (especially Sage), and excellent command of Microsoft Excel.
  • Language: Fluency in English is required. Knowledge of French is an asset.

Position 2: Procurement and Contracts Manager (PCM)

About the Role

As the PCM, you will be the legal and procurement guardian for the entire Project Support Unit. You will lead the procurement and contracts unit , supervising a team including a Procurement and Contract Officer and Assistant. Your core mission is to secure the agency’s legal commitments , ensure 100% compliance with French and EU public procurement rules , and manage the entire procurement lifecycle—from planning (Procurement Plans) to contract drafting and supplier database management.

Key Responsibilities

  • Legal & Compliance: Guarantee legal compliance of all contracts with French public procurement regulations and agency procedures. Provide 1st level legal and purchasing advice to all projects.
  • Procurement Management: Develop and implement Procurement Plans , choose and implement procurement procedures, and draft all contract documents (including amendments, terminations, etc.).
  • Supplier Management: Organize “purchasing optimization,” manage supplier sourcing, and set up a supplier database.
  • Grant & Contract Follow-up: Ensure all contractual conditions (deliverables, reports, deadlines) are met, manage payment tranches, and train grant beneficiaries on donor rules.
  • Team Management: Lead, train, and evaluate the performance of the procurement and contracts team.

Essential Qualifications

  • Education: Advanced education (or proven experience) in Law, preferably with a specialization in public procurement or contract law.
  • Experience: At least 5 years’ experience in a similar position (procurement/contracts) in the humanitarian or development sector.
  • Donor Funding: Must have experience with donors (European Union/AFD/World Bank).
  • Management: Experience in team management is required.
  • Skills: Deep knowledge of public procurement rules (especially French and European) , purchasing techniques, and excellent negotiation skills.
  • Language: Fluency in English is required. Knowledge of French is an advantage.
