ETHIOPIAN CONSTRUCTION WORKS CORPORATION

Historical Background of the Company

With an authorised capital of Birr 20,313,608,143.90, the Ethiopian Construction Works Corporation (ECWC) is a state corporation that was founded on December 18, 2015, in accordance with Council of Ministers Regulation No. 366/2015. of which Birr 15,598,806,251.43 were paid in kind and cash. On September 28, 2016, Council of Ministers Regulation No. 390/2016 modified the corporation’s formation.

The Ethiopian Road Construction Corporation, the Ethiopian Water Works Construction Enterprise, and the Ethiopian Prefabricated Building Parts Production Enterprise were the three previously distinct public firms that came together to establish the corporation.

Although the company was just established on December 18, 2015, the three previously stated businesses have a long history dating back to the late 1940s and early 1950s.

The Ethiopian Imperial Government was persuaded to create a Road Agency with the exclusive mission of repairing, maintaining, and growing the nation’s road system. The Imperial Highway Authority (IHA) was therefore founded by the government in 1951 in order to plan, design, build, and maintain roadways.

The Authority has undergone several reorganisations and establishments since that period. As a result, over the previous 68 years, the operational arm of the Authority—the old Ethiopian Road Construction Corporation—built over 21 asphalt highways, 45 gravel roads, 5 airports and airstrips, 5 dams, and maintained almost all of the nation’s road networks.

In a similar vein, the Ethiopian Water Works Construction company was founded in the late 1940s. First, there was “Point Four,” an American assistance initiative that was created in 1948 specifically to address rural water well drilling operations. It served as the catalyst for Ethiopia’s water sector’s growth.

Similar to the road industry, the water sector has undergone several restructurings and reorganisations. The water works construction industry has been constructing roads, buildings, land reclamation, dry ports, irrigation and drainage systems, dams, water supply and sewerage networks and many more diverse projects for a long time.

Particularly since 1994, the former company has built 38 projects related to potable water, 8 projects related to road construction, 13 projects related to dam and irrigation, 4 structures, and 6 projects related to other civil work construction.

Similar to the previous example, the Ethiopian Prefabricated Building Parts Production Enterprise was founded in the 1980s. It was established as a result of an agreement between the governments of Ethiopia and Yugoslavia to use various contemporary construction technologies to lessen housing issues and prevent deforestation. The company built several condominium complexes, private structures, and various government offices up till 2016.
