Job Objective


The Water Technician will be responsible for providing technical assistance to the stated project in analysing and defining maintenance requirements, as well as preparing simple and practical operating recommendations for pumps and gen-sets, reporting to the Emergency WASH Officer. He/she will collaborate closely with the Emergency WASH Officer, and will be responsible for assisting WASH teams in the planning, design, and development of BoQs and overall budgeting, technical implementation of water supply systems, including rehabilitation and training of Operation & Maintenance teams, Water Management Committees, and Woreda water office staffs.


Implementation of the programme


• Assist IR WASH teams in planning, designing, and preparing comprehensive Bills of Quantities and overall budgeting, as well as the development of bid papers for the deployment of water supply systems, in collaboration with the Emergency WASH Officer.


• Assist IR WASH teams in identifying electro-mechanical equipment needs for water systems and performing maintenance tasks.


• Assist the IR project team in ensuring the active participation and involvement of Woreda water, health, and education offices, local government, and community structures, as well as beneficiaries, in the planning, implementation, supervision, monitoring, and evaluation of rehabilitation and emergency WASH activities.


• Assist the IR technical team in conducting detailed assessments for project sites, developing draught layouts and designs of water supply systems through a participatory process that incorporates community needs, including those of women and vulnerable members of the community. Based on assessment results and conversations with the Woreda administration, inform the Emergency WASH Officer on prospective relocations as needed.


• Assist the IR WASH team with specification, bid review, and analysis for the supply of electro-mechanical equipment, O&M tools, and replacement parts.


• Assist the IR team in performing water quality monitoring and testing, as well as training Woreda water/health bureau workers in conducting water quality testing at water points and houses.


• Help to design standard Water Management Committee and system Operator selection and training procedures.


• Help design specifications and a common list of minor O&M tools, as well as readily movable components for electromechanical equipment.


• Monitor and oversee continuing water system restoration work on the site, as well as offer instructions and generate frequent reports.


• Facilitate efficient and safe water delivery by assisting with emergency water trucking actions.


• Any other relevant responsibilities that the senior Officer and WASH coordinator may assign.




• Assist IR in maintaining links with the Woreda water office operating and maintenance unit for efficient resource use.


• As allocated by the senior Officer, attend Woreda WASH task force and coordination meetings.


· Represent the project in cluster coordination meetings as designated by the Emergency WASH Officer and offer timely input.




• Submit biweekly and monthly programme activity plans to the Emergency WASH Officer and be responsible for assisting IRs with the execution, supervision, monitoring, and reporting of all project operations in assigned regions.


• Submit activity reports to the Emergency WASH Officer on a biweekly and monthly basis.


• Help to prepare sector reports for submission to the Emergency WASH Officer.


 Evaluation and monitoring


Ensure frequent monitoring of programme activities in cooperation with IRs to identify the efficacy of interventions and suggest any modifications in programme design to the Emergency WASH Officer.




There is no direct supervisor for this post; nonetheless, the job holder will:


Collaborate with the Community Development Officer and the Sanitation and Hygiene Promoter to offer frequent feedback to IR on the performance and areas for improvement in the WASH sector or project-related activities.


Important Working Relationships;




Working with the Emergency WASH Officer, the Hygiene and Sanitation Promotion Officer/s, the Community Development Officer, and the Project Coordinator.


In conjunction with IR, working to assist IR’s WASH teams, who are in charge of the project’s WASH planning and execution.




• IR will provide any necessary assistance in coordinating and collaborating with Regional and Woreda Water and Health Officers, Kebele leaders, and Extension staff.


• Collaborating with the Sanitation and Hygiene Promoter and Community Development Officer to assist IRs in creating capacity for Water Management Committees and Sanitation and Hygiene volunteers.


Formal Education and Certification


• A diploma in water technology, electromechanical works, or a similar subject of study is required.


Working Knowledge


• At least four years of experience implementing Water Work projects, especially emergency WASH programmes in humanitarian, non-governmental, or government organisations.


Competencies and skills required


• Demonstrated understanding of waterworks, construction management, and emergency response operations.


• Knowledge of Microsoft Word, Excel, and CAD.


• Somali language proficiency is required.


• Excellent written and spoken English


• Prior relevant experience in the INGO sector is advantageous.
