Context
In keeping with the idea of leaving no one behind, one program devoted to combating violence against underprivileged women and girls as well as those facing other types of discrimination is the UN Trust Fund.

Thus, Empathy for Life Integrated Development Association (ELiDA) and Christian Aid (CA) Ethiopia are carrying out a UNTF project called “Integrated Prevention and Response to Violence Against Women and Girls in North Wollo.” The project’s implementation sites are in the Northern Wollo, which includes Raya/Kobo Woredas, Habru, and Kobo Town. The project’s overarching objectives are to improve women’s and girls’ lives and reduce the prevalence of VAW/G. Regarding this, the initiative expects the following outcomes:
1. Promotion of equitable social standards
2. Women’s access to economic opportunities and means of subsistence has improved.
3. Enhanced institutional capabilities to meet GBV survivors’ needs
4. To promote the abolition of VAWG, the Women’s Rights-Based Organization and other actors are coordinated.

The project will use a variety of modalities to raise awareness among various target groups, including authorities and service providers. By putting a survivor-centered approach at its core, this approach will help service providers better understand the various forms of VAW/G and ensure that adequate and high-quality care is provided. Furthermore, survivors of targeted gender-based violence will get all-encompassing help that attends to their psychological, physical, and financial needs. To address VAW/G and systemic misuse, the initiative will apply the SASA methodology. The project will use this strategy, with the help of important community members, to change societal norms, attitudes, and behaviors related to GBV. Additionally, community campaigns, various CSO forums, and advocacy platforms that will be regularly organized will be used to stop VAW/G and establish effective mechanisms for holding local authorities responsible.

The SHG concept will be employed in this project as a starting point to provide women with financial empowerment. Through IGAs, women will have access to sustainable income and be able to channel crucial information about GBV service offerings and their rights. Therefore, it is anticipated that violence against women and girls will decrease as a result of these interventions and partnerships made between organizations with extensive prior experience delivering successful GBV projects and context knowledge; that women and girls will be free to exercise their rights, be protected, have access to quality services, and receive rehabilitation; and that women and girls will have increased confidence, self-esteem, and decision-making abilities to fully realize their potential.

To achieve the desired outcomes of the project, a baseline evaluation must be carried out. This will verify the project TOC and serve as a standard for the implementation of subsequent activities. Additionally, a critical evaluation that forms part of the baseline gender analysis will educate our project on the needs of the various community groups that the initiative is expected to reach—women, girls, men, and boys with varying intersectionality. This evaluation is therefore critical for ELiDA and CA, as it will provide data that will guide the project’s future programming.

1. Baseline’s objectives
The overall goal of this gender analysis and baseline assessment is to evaluate the project beneficiaries’ performance indicators at baseline so that progress toward achieving the targets may be tracked. The study’s specific objectives are to:
• provide baseline values (benchmarks) for important result indicators as specified in the Results Framework;
•, when necessary, provide partners and CA with insightful and useful suggestions.
• To perform a gender and power analysis on the effects of gender and power dynamics on women, girls, boys, and men with varied community groups that have intersectionality, backed by Christian Aid’s gender and power methodologies.
• To determine service providers’ attitudes about GBV, child-friendliness, and disability inclusivity;
• To determine community knowledge, attitudes, and practices around GBV
• To look for gaps in the GBV response and service delivery chain, including one-stop centers.
• To evaluate how well-coordinated the anti-GBV advocacy activities of women’s organizations that operate in the project implementation area.

1. The extent of the gender analysis and baseline evaluation
The consultant(s) will primarily be in charge of the gender analysis and baseline assessment. They will also build data collection methods, train enumerators, verify and review the quality of the data, and provide analysis and write-ups for the gender and baseline analyses.
The consultant will get assistance from the global theme adviser for gender and inclusion, the CA monitoring and evaluation officer, and the gender and inclusion officer.

• A PowerPoint presentation outlining the methodology, updated results, conclusions, and assessment suggestions (audience and place to be confirmed) for debate and agreement on report revisions.
• The final report, which incorporates the presentation’s input into the draft report. If the donor is unable to attend the presentation, a round of feedback is also included. The final report should include a clear description of the primary obstacles, practical proposals for addressing them within the framework of the program, and recommendations for baseline indicators as well as indicators and objectives that are gender-responsive.
• All English-language Excel-hosted data that has been broken down by age and, if applicable, by sex.

Expected lead consultant profile
1. Requires qualifications and experience:
The consultant team is required to possess a variety of talents pertinent to the task since consulting has several facets. The following qualifications and experience are needed for the consulting team:

• Possess a master’s degree in social sciences, such as political science, anthropology, economics, demographics, gender, sociology, development studies, or a related discipline. specialized instruction in baseline management.
•A minimum of eight years experience overseeing surveys of comparable size, such as designing, developing, and evaluating programs, as well as proof of prior success doing comparable research.
• For government/INGO-funded gender equality programs, comparable baseline, and end-line evaluations must have been carried out.
• The company has shown to be knowledgeable and experienced in using human rights-based programming approaches, comprehending development and gender-based violence concerns, and utilizing other pertinent frameworks.
• Possess a track record of doing gender analysis.
• Knowledge of how to use participatory research techniques
• Possess a strong understanding of the national norms, procedures, and policies about GBV; • Speak and write Amharic and English fluently.
• Excellent statistical and data management skills. Strong analytical and writing skills (an example of a recent, relevant analytical report is desired) and strong software understanding of STATA, CS-Pro, SPSS, and other similar programs.

Ideal 
• The principal consultant has to possess outstanding interpersonal skills and a track record of interacting with people at all levels, including local communities.
• Coordinated with field and data managers to plan, oversee, and administer the survey as a whole.
• Concepts of community mobilization and safety
• Excellent ability and background in logistical planning and coordination for surveys. A strong network of data entry clerks, supervisors, and enumerators with expertise.
• Proven capacity to collaborate with colleagues from different cultural backgrounds and to build strong bonds with domestic partners.
• Awareness of matters about safety, such as the Prevention of Sexual Exploitation and Abuse (PSEA).
• Being able to speak Tigrigna is advantageous.
