Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is urgently seeking a highly qualified **Monitoring, Evaluation and Learning (MEL) Advisor** to join the central office team for the **Reaching Impact Saturation and Epidemic Control (RISE)** program in Ethiopia.

RISE is a multi-regional PEPFAR-funded project dedicated to accelerating **HIV epidemic control** and strengthening **Global Health Security (GHS)**, with integrated work in Maternal, Newborn, and Child Health and Nutrition (MNCH-N), TB, and Malaria.

🎓 Required Qualifications & Experience

Education & Experience:

  • Master’s degree with at least **seven (7) years** of relevant experience; OR
  • Bachelor’s degree with at least **nine (9) years** of relevant experience.
  • Field of Study: Monitoring & Evaluation, Public Health, Sociology, Statistics, Demography, or related fields.

Essential Skills & Knowledge:

  • Strong skills in **qualitative and quantitative methodologies**.
  • Proficiency in **mobile-based electronic data collection systems** (e.g., KoboCollect, ODK).
  • Proficiency with **data analysis software** (e.g., SPSS, STATA, R, NVivo, MAXQDA).
  • Demonstrated experience in **training partners** and field teams on MEL systems and data quality assurance.
  • Experience designing and conducting baselines, evaluations, and results-based monitoring.
  • Knowledge of Ethiopia’s health programs (**MNCH, Nutrition, Public Health Emergencies**).
  • Proven experience in **Monitoring, Evaluation, Learning, and Knowledge Management**.
  • Language: Fluency in written and spoken **English** is required; knowledge of Amharic and local languages is desirable.
  • Desirable: Experience working with International NGOs.

🔑 Key Roles & Duties

The MEL Advisor will support the operationalization of a robust MEL system, ensuring the RISE project is implemented effectively and generates actionable learning. Key responsibilities include:

Performance Monitoring and Data Quality:

  • Applying the project’s results framework, PIRS, and DHIS2 data to measure performance.
  • Coordinating and conducting **periodic Data Quality Assessments (DQA)** using customized tools.
  • Facilitating **joint field monitoring visits** with cluster teams to assess progress and functionality.

Data Systems and Analysis:

  • Developing and managing **electronic data collection systems** (Kobo Collect, ODK), including form design and deployment.
  • Disaggregating and analyzing quantitative and qualitative data by age, gender, and region.
  • Leading the project **learning agenda** and integrating evidence into routine planning.

Capacity Strengthening:

  • Providing **training, coaching, and mentoring** to partners and field staff on MEL concepts, tools, data quality standards, and electronic platforms.
  • Building capacity of teams on **data analysis, visualization, documentation, and use of evidence** for adaptive management.
